Is online betting banned in Brazil?

Yes, as of 30 September 2026. Provisional Measure 1.394/2026, in force since 25 September 2026, prohibits the operation, offer, intermediation and advertising of fixed-odds betting in Brazil, including online casino games based on random outcome generation. Congress has up to 120 days to convert it into law, and several challenges are pending at the Supreme Federal Court.

When must betting operators in Brazil shut down?

The measure requires sites and apps to be unavailable 10 days after publication. According to Agência Senado, players can withdraw until 23:59 on 5 October 2026 and platforms must be offline from 6 October. Federal authorisations end on 25 October 2026.

What happens to player balances and open bets?

Open bets without a result by the shutdown are void and refunded in full, and bets already won are paid. Within two days of shutdown, operators must ring-fence the funds and send financial institutions and the SPA a list of players by CPF with the amounts due. Institutions then have seven days to pay players, and amounts that cannot be returned go to Caixa Econômica Federal.

How long must operators keep player data after the ban?

At least five years. The measure requires records on players, bets, financial operations and prize payments to be kept intact and accessible, and operators must continue sending information to the SPA through Sigap.

Can an offshore or crypto casino keep serving players in Brazil?

No. The prohibition expressly covers agents based abroad that offer bets to people located in Brazil, and the measure adds site blocking and restrictions on payment institutions to enforce it.

Can operators reuse their Brazil platform in other markets?

The platform code, game integrations, sportsbook engine and responsible gambling logic can usually be reused, subject to each target market's licensing and certification rules. Brazil-specific modules such as the Pix cashier, CPF-based verification and Sigap reporting need replacing, and Brazilian player data stays in the Brazil archive.
